Matt Quartaro is an experienced expert in the field of Forensic DNA Analysis and Serology. He has over 21 years of experience in the field including 14 years working for a private ASCLD/LAB accredited laboratory as a DNA analyst, supervisor, technical leader, quality manager and associate laboratory director. In these 14 years, Mr. Quartaro has had extensive experience conducting DNA casework, body fluid identification and technical reviews of forensic DNA cases from many different crime laboratories, including cases from county, state, federal, and military laboratories. Additionally, Mr. Quartaro has provided forensic DNA expert consulting services independently since 2015.
As a DNA analyst, Mr. Quartaro has worked on thousands of criminal and civil cases for law enforcement agencies, attorneys and private clients. This casework experience involves serology and DNA analysis of evidence from many different types of cases including sexual assaults, homicides, property crimes, cold cases and post-conviction testing.
As a supervisor and associate laboratory director, Mr. Quartaro has worked with a variety of clients and crime laboratories, and has become familiar with the many different approaches used in the forensic DNA community. This gives him a unique perspective of seeing a variety of techniques, lab practices and documentation from accredited laboratories across the country.
Mr. Quartaro has also provided expert testimony in the field of DNA analysis and serology in over 80 criminal cases. His expert testimony has been admitted in 18 states and territories including California, Washington, Texas, Arkansas, Alabama, Florida, Mississippi, Illinois, Michigan, Rhode Island, New York, Indiana, Michigan, South Carolina, Georgia, Massachusetts, Virginia, South Korea, and Guam. He has testified in local, state, federal and military courts for both the prosecution and defense. His testimony experience is extensive, including depositions, admissibility hearings, pre-trial motions, trial, and sentencing.
As a forensic DNA consultant, Matt Quartaro has worked on cases in both the civilian and military justice systems. In the civilian sector, he has worked for both prosecutors and defense attorneys in homicide cases, sexual assault cases, and property crime cases that are pending trial and also many that are post-conviction cases, including capital cases. In the military justice system, he has worked with both civilian and military attorneys from the Air Force, Army, Navy and the Marines for numerous courts martial both CONUS and OCONUS. He is available to travel internationally to consult on cases worldwide.
In addition to his considerable forensic DNA casework experience of both processing and reviewing thousands of cases, he has also given multiple presentations on forensic DNA evidence collection, preservation, lab processing, analysis and interpretation to groups of attorneys, crime lab personnel, police officers and cold case detectives.
Mr. Quartaro received a BS in Cell and Molecular Biology from Texas A&M University and an MS in Molecular and Cell Biology from The University of Texas at Dallas. He is a member of the American Academy of Forensic Sciences and the Association of Forensic DNA Analysts and Administrators.
